When rubber surfacing fails, the preparation is nearly always where it went wrong, so that is where most of our time goes. The old surface gets ground, or washed under pressure, back to bare material. Sealer, paint, oil and dust: every one comes off, because the binder bonds to whatever is on top, and if that is a coat of sealer the whole sheet lifts within a season. Two Granules, Two Binders, One Choice Per Job

Rubber surfacing is made from one of two granules and one of two binders, and the quote names which. EPDM is a virgin rubber whose colour runs the full depth of the granule instead of sitting on its skin, and sun does not bother it, so it is the top layer wherever colour shows: a pool deck, a walkway, a playground. SBR is ground-up tire rubber, black, less expensive and dense, so it goes under a playground as the cushion and across a garage or gym as the whole floor. A newer coloured granule, TPV, is used the way EPDM is.

The binder is a polyurethane, and there are two kinds. An aliphatic binder costs more and holds its colour in sun. An aromatic binder can amber a light colour over the years, which does not matter under a black garage floor but does matter on a pale pool deck facing south.
